BOI End-to-End Compliance Services

After receiving a BOI promotion certificate, a company must continue to meet the approval conditions and complete system filings, reports and raw material reconciliations on time. A missed deadline or inconsistent reporting at any stage may affect the use of incentives. This service is designed for Chinese enterprises in Thailand planning to apply for BOI promotion, or already approved and requiring ongoing compliance maintenance. Day-to-day compliance can be outsourced under a monthly retainer or engaged on a per-task basis.

· Full-chain coverage: Application, approval, filings, reporting, reconciliation and ongoing maintenance, all handled by one team.

· Hands-on system expertise: Deep familiarity with government platforms such as RMTS, e-MT and IC, supported by data validation and review controls to reduce filing errors.

· Integrated delivery: Accounting, audit and tax teams work together with consistent data and reporting bases, avoiding multiple points of contact.

· Proactive alerts: Under the retainer, we track key deadlines and send advance reminders; you simply provide the supporting documents.

· Application and approval support: Eligibility assessment, category assessment, document preparation, submission, query handling and post-approval onboarding (see BOI Investment Promotion Application).

· System setup and filings: BOI/IC system account setup; filing of machinery lists, maximum raw material stock and formulas (BOM); and filings for new projects, extensions, amendments and additions.

· Import clearance: Clearance filings in the BOI system before each import shipment to support smooth customs clearance.

· Raw material reconciliation: Reconciliation calculations, report preparation and system submission.

· Periodic reporting: Preparation and submission of semi-annual investment and operating progress reports and the BOI annual report.

· Incentive applications: Assistance in applying for applicable tax exemptions within the scope of the promotion certificate, with compliance alerts.

· Visas and work permits: BOI position approvals, Non-Immigrant B visas, work visas and work permits, annual renewals, position and information changes, and dependant visas (BOI companies only; see Work Visa & Work Permit Services).

For companies that have obtained BOI approval and completed initial system setup, we take over day-to-day compliance on a monthly basis, proactively tracking deadlines through a single, accountable point of contact. The retainer includes:

· Account maintenance and alerts: Year-round system account maintenance and compliance alerts for key deadlines.

· Import clearance filings: Submitted before each import shipment, with no limit on the number of filings at normal business volumes.

· Raw material reconciliation: Reconciliation calculations, report preparation and system submission, quarterly or as needed.

· Periodic reporting: Two semi-annual progress reports and one annual report each year.

· Tax exemption applications: Assistance in applying for applicable tax exemptions as needed.

Companies with lower import and reconciliation volumes may instead engage us on a per-task basis; we will recommend the best option once we understand your actual business volume.

· Retainer scope: Unless otherwise agreed in the contract, the monthly retainer does not cover BOI investment promotion applications, initial system setup, major amendments, visas and work permits, or remediation projects.

· Special matters: Irregularities, remedial actions, legacy issues and remediation projects are assessed separately.

· Approval outcomes: Approval of BOI applications and incentives is subject to the company's actual circumstances, the promotion category and the decision of the authorities.

· Client cooperation: Service delivery depends on the timely, accurate and complete provision of information by the company. Delays caused by late information, changes in facts, or changes to government systems or policies are beyond the service provider's control.

· System account: BOI/IC system account set-up and maintenance records.

· Approved filings: approvals for the machinery list, maximum raw material stock and formulas.

· Import releases: import release approvals for each shipment.

· Reconciliation and reports: raw material reconciliation reports, half-year progress reports and annual reports, with the system submission receipts.

· Monthly retainer: a compliance register and key-deadline reminders every month.

· Customs: we do not act as customs broker; clearance is handled by the client's customs broker, while we file the import release in the BOI system and coordinate with clearance.

· Z&X is responsible for: system operation, document preparation, submission of filings and reports, progress tracking and deadline alerts.

· The client is responsible for: providing import documents, purchasing and production data, export and inventory data on time, and confirming what is filed.
