Machinery and raw‑materials are not supplementary documents to be "handed over to customs brokers after receiving the certificate". Instead, they constitute critical foundations for the BOI to assess project processes, production capacity, investment scale, and the real‑world implementation of subsequent incentives. Failure to organize these lists during the application phase frequently results in rework after approval, concerning machinery duty‑exemption, raw‑material duty‑exemption, and production‑launch scheduling.
| List | Role During Application | Role After Approval |
|---|---|---|
| Machinery List | Verify alignment among production processes, production capacity and fixed‑asset investment | Apply for the Machinery Master List via eMT and conduct subsequent batch‑by‑batch duty‑free imports |
| Raw‑Material List | Describe major raw‑material sources, consumption volumes and production logic | Manage maximum stock levels, production formulas, duty‑free imports and write‑offs through BOI / RMTS |
The machinery list cross‑validates the application dossier. Production processes, machinery quantities, production cycle times and capacity must be logically consistent. If one set of parameters is submitted in the application but different machinery is deployed post‑approval, supplementary submissions, list adjustments or even formal project amendments may be required.
The review of a new Machinery Master List itself takes time. Per current official BOI procedures, review of a brand‑new Machinery Master List may take up to 60 working days, while list revisions normally take 30 working days. If teams start compiling lists only shortly before machinery arrives at port, production timelines will easily be compromised.
Raw‑material duty‑exemption cannot be simply selected "at import time". Raw materials must be managed within RMTS in accordance with BOI‑approved stock ceilings and production formulas, and must later reconcile with export records and write‑off documentation. The later you establish consistent baseline data, the harder it becomes to align procurement, warehousing, production and tax‑accounting records.
Zhongxin takes machinery‑procurement plans, process specifications and raw‑material data provided by the China headquarters, translates them into project‑oriented descriptions via Chinese‑side consultants, then reviews everything against eMT / RMTS rules using its in‑house Thai BOI team. Once the project goes operational, Zhongxin’s Thai accounting and audit teams further link machinery assets, raw‑material flows, duty‑free entitlements and supporting accounting evidence.
This illustrates the value of Zhongxin’s "Two Countries, Three Offices + Dual‑Line Coordination" model: BOI applications, machinery imports, accounting postings and annual audits are not split among disconnected third‑party vendors. Many standalone BOI or company‑registration agents in the market can obtain the certificate for you, yet clients still need to coordinate machinery, raw‑material, tax and audit matters independently afterwards, which often generates errors and rework.
| CODE | Meaning | Application for This Topic |
|---|---|---|
| O | Oversight of Corporate Structure | Map processes, machinery, raw materials, investment figures and production‑launch timelines together during the application phase. |
| D | Dual‑Synchronization for China‑Thailand Operations | Enable two‑way alignment between procurement / production data from Chinese headquarters and Thai BOI plus import execution workflows. |
| E | Verifiable Deliverables | Build traceable evidence chains covering machinery lists, raw‑material lists, production formulas, import and write‑off records. |
| C | Compliance Calendar | Integrate master‑list approval deadlines, machinery‑import cut‑offs and raw‑material write‑off milestones into the production‑launch schedule. |
Final eligibility for duty‑exemption on machinery and raw‑materials, as well as the approved contents of official lists, are subject to the BOI promotion certificate, project conditions and competent‑authority reviews. Zhongxin supports list drafting, system filings and ongoing compliance; customs declaration, logistics and comparable practical tasks are performed by the client or designated specialist providers according to project requirements.

If your project is still within the BOI application phase, we recommend drafting at least preliminary mapping tables for "machinery — process — capacity" and "raw‑material — product — consumption quantity". Even if exact procurement models remain undecided, confirm machinery functions, quantity ranges and key raw‑materials upfront. This practice greatly reduces re‑work after project approval.
