Analyze the challenges and opportunities of the industry in Thailand
[1. What a Chinese-owned factory in Thailand needs from finance and tax]
This solution is for Chinese-owned factories in Thailand that are being set up, starting production or already operating, whether they need books set up, finance and tax processes improved, or a change of accounting provider. Using the Z&X CODE compliance-growth model, we connect factory operations, the head office in China and execution in Thailand, so the company has books that reconcile, filings that can be traced and reports the head office can understand.
Manufacturing finance and tax has to follow purchasing, warehousing, production, sales and cash records, with clear costing rules, filing deadlines and head office requirements. We define the factory's tasks first, then configure the service.
| Factory task | What Z&X focuses on | Expected result |
|---|---|---|
| Setting up books for a new factory | Map processes, documents and chart of accounts; agree who provides which records. | Accounting rules and handover checklist |
| Production accounting and tax | Reconcile inventory, costs, payroll and cash; monthly close and filings. | Monthly reports and filing records |
| Separate accounts for BOI projects | Separate accounts and incentive evidence by approved project and actual business. | Project accounting and evidence basis |
| Matching head office reporting | Align accounts, language and closing dates; explain differences in basis. | Reports the head office can use |
| Switching accounting provider | Verify opening balances, books, filings and system access; list open issues. | Handover verification and issue list |
[2. Main finance and tax pain points for Chinese manufacturers]
Common issues seen in our work, from the point where business and finance meet; specifics are confirmed in the start-up review.
| Pain point | Cause and impact | CODE focus |
|---|---|---|
| Costs and inventory do not reconcile | Material issues, work in progress and finished goods records are disconnected and costs are collected inconsistently, so inventory and margins cannot be reconciled. | O: one ledger and costing basis |
| Documents and filings out of step | Transactions, payments and documents do not match, tax treatment is easily misjudged, and documents are chased just before filing. | O+C: check documents early |
| Head office reports redone again and again | Accounts, currency, periods and language differ, so local books cannot be used directly for head office management. | D: map China–Thailand reporting bases |
| BOI business boundaries unclear | Promoted and non-promoted income, costs and records are mixed, making incentives hard to support. | O+E: separate accounts and match evidence |
| Payroll and audit records scattered | Payroll, social security, annual certificates and audit records are managed separately, causing omissions and slow audits. | C+D+E: one checklist and handover |
[3. Delivering finance and tax with the Z&X CODE model]
The Z&X CODE compliance-growth model, developed in-house, consists of the Compliance calendar (C), Organisation structure (O), China–Thailand Dual-track coordination (D) and verifiable dElivery (E). Factories implement it in the order O → C → D → E, and recalibrate when the business, BOI projects or head office requirements change.

1. O Set the factory's accounting rules first
At start-up, the Chinese lead and the Thai accounting team review the production model, BOI projects and head office needs, map purchasing through sales to accounting records, and fix how raw materials, work in progress, finished goods, equipment and expenses are collected, based on existing ledgers and the scope of engagement.
The factory records actual receipts, issues, stock and production; the finance team reconciles the books against them. Paying for materials, receiving them and issuing them to production are different steps and must be checked against contracts, invoices, receiving, material issue and stock count records.
| Business step | Records to connect | What we check |
|---|---|---|
| Purchasing and receiving | Contracts, invoices, receiving and payment records | Whether transactions, receipts and cash records match |
| Material issue and production | Material issue, production, completion and stock count ledgers | Whether material flow and cost collection are consistent |
| Sales and collection | Dispatch, delivery, invoice and receipt records | Whether revenue, balances and collections match |
When switching provider, we first verify opening balances and past filings and list missing documents and open issues, then take over day-to-day accounting. BOI separate accounts are set up according to project conditions and actual business; related specialist work is scoped at start-up.
2. C Turn the year's obligations into a compliance calendar
At start-up we train your team in Chinese on document and filing requirements and agree handover, review, confirmation and tax payment dates. Personal income tax, social security and annual items are handled after payroll changes, taxable income and withholding records are checked. Filings and deadlines follow the accounting year, the business and current rules, with a named owner, missing-document follow-up and completion record for each item on both the Chinese and Thai sides.
| Cycle | Typical work | Coordination focus |
|---|---|---|
| Monthly | Bookkeeping and close, VAT, withholding tax, personal income tax and applicable social security | Document handover, client confirmation and records |
| Half-yearly | Applicable corporate income tax prepayment | Check business forecasts and tax adjustments |
| Annual | Year-end statements, annual income tax return, annual employee items and audit records | Coordinate head office, factory and auditors |
3. D Chinese and Thai firms work together by specialism
Z&X's finance and tax team brings together our China tax agency and Thailand accounting firm, with a fixed Chinese-speaking lead who organises documents, explains figures and coordinates the head office and the factory.
| Firm and role | Work in this solution | Support you receive |
|---|---|---|
| Z&X Tax Agents (China) Dalian Zhongxin Tax Agents Co., Ltd. | The Chinese project lead and accounting and tax staff handle communication in Chinese, align head office requirements and review key items. | Document requirements, calculations and progress updates in Chinese |
| Z&X Accounting Office (Thailand) Zhongxin Accounting & Tax Consulting (Thailand) Co., Ltd. | The Thai accounting team handles local documents, accounting and filings, including on-site work and contact with authorities as needed. | Thai accounting and tax execution and feedback |

Figure 2 China–Thailand accounting and filing workflow
Day-to-day accounting runs on Kingdee Cloud Galaxy (international edition), with Chinese, English and Thai reports as needed. Under the outsourced internal finance option, we manage Chinese and Thai documents and management accounts, prepare monthly reports and financial analysis; urgent reports are available. Ledger import, head office mapping and system rollout are confirmed at start-up.
Tax judgments start from the actual transaction. For leases, subcontracted processing, transport and other expenses, we check the nature of the transaction, the payee and document requirements, and identify book–tax differences. After review by both teams, the Chinese lead explains the figures and tax estimates to the client; filings are made only after the client confirms.
Head office reports are reconciled to the Thai statutory books through account, currency and period mapping tables; book–tax differences are explained in Chinese, and deeper consolidation support can be configured as needed.
4. E Make delivery verifiable
At start-up we deliver the accounting rules, document checklist, compliance calendar and responsibilities, then reports and filing results each cycle. Source documents, books, client confirmations and filing receipts are kept together, so management can check what is done, what is missing and what is pending.
Past errors, Revenue Department queries and book–tax differences go onto an issue list with documents, owner and status. Catch-up bookkeeping, tax health checks and dispute handling are scoped separately and based on actual records.
| Main service | Work and deliverables | Scope |
|---|---|---|
| Core bookkeeping | Monthly vouchers, books and financial statements; VAT, withholding tax, employee personal income tax, corporate income tax prepayment and annual filing; dedicated manager. | Tiered by monthly document volume |
| Reporting and outsourced finance | Urgent reports; Chinese and Thai document and management accounts, monthly reports and financial analysis. | Chosen as needed |
| Personal income tax and social security | Social security filings and payment slips; withholding tax forms and certificates, payroll withholding certificates; annual PIT summary, individual annual PIT filing and annual payroll report. | Monthly employee PIT included in bookkeeping; others charged as needed |
| Audit support | Prepare books, statements and vouchers, support audit queries and adjustments; after the audit report is issued, file it and the statements with the DBD and the Revenue Department. | Included in bookkeeping; independent audit engaged and paid separately |
[4. Agree the scope and start the factory finance project]
The four service types are combined within the scope chosen in the contract; core bookkeeping is tiered by monthly document volume, while reporting, outsourced finance, social security and certificates are charged as needed. BOI specialist work, in-depth cost accounting, ERP implementation, transfer pricing and independent audit are agreed separately, stating the contracting entity and responsibilities for execution and delivery.
If you already have finance staff, you can engage us for accounting, filing or head office alignment only; a change of provider starts with verifying opening balances. The factory is responsible for the truth and completeness of its business records and documents, confirming figures promptly and forwarding notices from the authorities.
When requesting a factory finance and tax proposal, please provide company and contact details, production model, monthly document volume, headcount, BOI status, current accounting and head office reporting requirements. Our Chinese lead will confirm the tasks, documents and scope, and prepare an implementation schedule and quotation.
