IC is the Investor Club Association of Thailand, which provides the services and support for the online systems related to BOI machinery and equipment and raw material privileges. If an enterprise wants to actually use BOI's duty-free imports of machinery and equipment and duty-free imports of raw materials, it usually needs to complete the lists, releases, and follow-up management through systems such as eMT and RMTS.
So-called "must be able to use it" does not mean the owner or the finance manager has to operate the system personally. It means the enterprise must make clear: who is responsible, what data is used, when to submit, and how to reconcile with procurement, customs clearance, warehousing, and finance. Without a stable owner and data mechanism, the incentives on the certificate can hardly be turned smoothly into actual import privileges.
| System | Main Purpose | What the Enterprise Really Needs to Manage |
|---|---|---|
| eMT | Machinery and equipment privileges | The Machinery Master List, duty-free release of equipment batch by batch, the machinery import deadline, and subsequent disposal or transfer. |
| RMTS | Raw material and essential material privileges | Max Stock, the production formula, release of raw materials batch by batch, stock adjustment and reconciliation after export, and the related records. |
Because the equipment names, procurement codes, and ERP material names at the Chinese head office and the definitions used in Thai import declarations and the BOI systems are often not the same set. Head-office procurement cares only about the model and the delivery date, Thai customs clearance cares about HS codes and the declared name, the BOI cares about the project process, the Master List, and the approved privileges, and accounting has to book everything under asset and inventory definitions. Without a unified mapping, the same errors repeat in every batch of imports.
This is also a typical example of the value of Zhongxin's "dual-track coordination": the China-side team first organizes head office's procurement, process, material, and funding data into a project definition that can be communicated; the Thailand-side BOI team handles eMT/RMTS execution, and the accounting and audit teams then connect imports, assets, inventory, and financial records. Zhongxin has registered entities and offices in both China and Thailand, and its Thailand side has practicing accounting and audit teams, so it can extend "system operation" into subsequent bookkeeping and audit evidence rather than merely completing a single submission.
| CODE Model | Meaning | Role in This Question |
|---|---|---|
| C | Compliance calendar | Turn list approvals, batch-by-batch releases, import deadlines, reconciliation, and reports into a fixed rhythm. |
| D | China-Thailand dual-track coordination | Keep head-office procurement and production data on the same definition as BOI, customs, and tax and finance execution in Thailand. |
| E | Verifiable deliverables | Every batch of imports, releases, stock changes, and financial records can be traced. |
IC is an important system service organization for BOI machinery and raw material privileges, but whether the BOI approves a specific list, production formula, Max Stock, or project change is still reviewed by the BOI in accordance with the promotion certificate and its rules. Zhongxin can provide system activation, document preparation, filing, batch-by-batch use of privileges, and ongoing compliance coordination; the actual customs clearance and logistics execution are completed by the client or the relevant professional service providers according to the project arrangements.
The official website of the Investor Club Association (IC) provides eMT Online, RMTS Online, user registration, training, and a Customer Support Unit.
Thailand BOI, "Machinery": the machinery master list and machinery release are handled through the eMT system.
Thailand BOI, "Raw Materials": Max Stock, the production formula, raw material release, and stock adjustments are handled through the BOI/RMTS system.
If the enterprise has not yet designated an owner for eMT/RMTS, it is not advisable to wait until the first batch of equipment or raw materials arrives before learning the systems. At a minimum, the four responsibility points should be settled in advance: who provides the data, who reviews it, who submits it, and who reconciles with customs clearance and finance. For manufacturers with many import batches and complex materials, it is more suitable to bring system execution together with tax, finance, and audit records into long-term management.
