Thailand's Revenue Department announced on 9 October that it collected THB 2,522,112 million (about RMB 554.9 billion) in fiscal year B.E. 2569, 3.1% above the budget target and up 8.0% year on year. Personal income tax rose 18.0%, which the department attributed to data analytics.
According to Revenue Department press release No. 3/2570, total tax collection for fiscal year B.E. 2569 was THB 2,522,112 million:
THB 75,012 million, or 3.1%, above the estimate in the budget documents;
THB 186,628 million (about RMB 41.06 billion), or 8.0%, more than the previous fiscal year.
The press release, issued by the Revenue Department's Advisor on Tax Strategy acting as Director-General, stated that collection exceeded the target set by the Ministry of Finance and will support the government's efforts to drive the Thai economy.
Consumption-based taxes, especially VAT:
Domestic VAT rose 15.0%, mainly from retail and wholesale, electricity and oil refining; this was partly due to government measures to stimulate domestic demand (such as the "Thai Chuay Thai Plus" scheme) and continued increases in oil prices.
Import VAT rose 13.1% on higher import values.
Profit- and income-based taxes:
Within corporate income tax, half-year filings of estimated profit for the first half of accounting year 2026 (P.N.D. 51) rose 13.2%, mainly from oil refining, electricity and insurance.
Personal income tax rose 18.0%; the press release attributed this to using data analytics to track promising groups of individual business operators.
Personal income tax grew faster than other taxes, and the Revenue Department explicitly cited "data analytics" as the reason. Taken together with the 8 October announcement of joint raids on about 600 companies by the Revenue Department and other agencies (see our earlier report), tax administration is relying more on cross-agency data matching.
Tax collection for fiscal year B.E. 2569 was THB 2,522,112 million, 3.1% above budget and up 8.0% year on year.
Domestic VAT rose 15.0% and import VAT rose 13.1%.
Half-year corporate income tax filings rose 13.2% and personal income tax rose 18.0%.
Officials attributed the growth in personal income tax to data analytics tracking individual business operators.
For Chinese-invested businesses and expatriate staff in Thailand, whether salaries, allowances and remuneration paid overseas are fully declared for personal income tax is an area easily exposed by data matching; large deviations in the profit estimates used for half-year corporate income tax prepayments may also draw attention. A tax-by-tax self-review before year-end is advisable. Z&X Tax Health Check reviews past filings tax by tax, covering VAT, withholding tax, corporate income tax and related-party transactions, identifies risks and provides remediation recommendations.
